How to measure:
Wrap a measuring tape around the chest of your dog; tape should not be too loose or not too tight. This is the area right below their two front legs (see photo below). Measure in inches. If in-between, go up one size. Fit should be snug but yet not too loose to allow dog to wiggle free of harness. It is best that size should not be too large once it is worn and softened so that pet does not wiggle or escape out of their harness. Measurements taken behind the pet's front legs should allow for a comfortable fit and not be tight. Leather will stretch slightly after use, Measure accurately, no returns on custom made items; we are not responsible for orders with wrong sizing selected. For best fit, do not rely on weight of pet.

I love this harness for my yorkie. It's so easy to get on and off of her since she just has to step into it.I got 13 inches and it's perfect for her even after the leather stretches some.
I also got the matching leash and it's wonderful!
